I have the honour to acknowledge the receipt of your despatch No.253 of the 31st October last, forward- ing a petition from certain European members of the Hong Kong Police Inspectorate, who were recruited from United Kingdom Police Forces after the war, and to inform you that I have given close and careful consideration to their representations having regard to the views expressed in your despatch.

2. I shall be glad if in reply to their representa- tions concerning their expectation of an improvement in rank, the petitioners may be reminded that they were recruited to the Inspectorate of the Hong Kong Police, and informed that it cannot be accepted that & definite undertaking of promotion to higher ranks was given, that in this respect they are on a common basis with other members of the Inspectorate, and that they will be considered for promotion in the light of their service in their present posts.

3. In reply to their contention that their full previous police service has not been taken into account when assessing the point of entry on the Hong Kong salary scale, the petitioners may be informed, as you
